연합학습의 동작 순서

1. 로컬 클라이언트에서 소유한 데이터만을 가지고 개별적으로 학습
2. 로컬에서 학습한 결과 gradient를 중앙 서버로 전송
3. 중앙 서버에서 로컬 클라이언트의 gradient를 aggregate
4. aggregate된 gradient를 다시 클라이언트로 전송하여 로컬의 모델 업데이트
